Comp for a weight restriction bump less an overbook

My daughter was bumped from an American Eagle flight from DFW to SAV today because the plane was 'overweight'. They were giving $500 for volunteers to give up a seat but not enough accepted to get my daughter on. When compensation was offered American said because she didn't volunteer it fell under the overweight mandates and only $200 could be awarded in the form of a voucher. Has anyone else heard of weight restriction falling under differ comp guidelines?

Unfortunately, the changes we were able to achieve in Section 250 of the Code of Federal Regulations says "shall pay compensation in interstate air transportation to passengers who are denied boarding involuntarily from an oversold flight." That is, for cases where the airline sells more tickets than there are seats on the aircraft. You might be able to argue that weight restrictions limited the number of available seats, and so the airline "oversold" the flight, but AA would probably deny that.
